With the circulars of our General Directorate of General (b) and (c), it has been made obligatory to issue a real estate valuation report in transactions where foreign real persons are buyers and specified in the attached list, and with the circular of interest (d), a valuation report is requested for the determination of the cases where the value of the independent sections that will fall to the restricted shareholder during the establishment of condominium easement / condominium ownership is more than the value of the share in the main real estate.
With the abrogated circular of interest (ç), "Procedures and Principles Regarding Valuation Reports to be issued in Transactions to which Foreigners are Parties" was regulated; with the circular of interest (e), application standards were introduced for the electronic execution of all processes related to valuation reports through TADEBIS (Real Estate Valuation Information System) and with the circular of interest (f), regulations were made in order to eliminate possible material errors in valuation reports and to check the valuation reports before they are transferred to TAKBIS.
With the decision of our Ministry, this time, in order to ensure the standard in the valuation reports issued for the exceptional acquisition of Turkish citizenship and to prevent the differences that may occur in the value of immovables, the authority to issue the valuation reports required in the sale / sale promise transactions for the acquisition of Turkish Citizenship exceptionally has been given to GEDAŞ Gayrimenkul Değerleme A.Ş., a subsidiary of the Housing Development Administration affiliated to our Ministry. In other transactions that are not subject to the request for Turkish citizenship and for which a valuation report is required, it has been decided that the valuation reports can be issued by any Capital Markets Board licensed Valuation Institution. Within this scope, a protocol was signed between our General Directorate and GEDAŞ Gayrimenkul Değerleme A.Ş.
